Например, если я вставлю пробел в пустой строке перед COMMIT, то получу аналогичную ошибку:

Встаёт вопрос о том, где имеет место ошибка, в сохранённых правилах или в самом вызове iptables-restore в скрипте /etc/init.d/iptables
Давайте посмотрим, что в этом скрипте?

ps. У меня ваш набор правил из первого сообщения применяется при помощи "cat test | iptables-restore" без каких-либо проблем (Slackware 14.0, x86_64).

но текстовое представление нужно, его по крайней мере можно будет перекодировать безболезненно и понять, в чём дело.
