А, нет, всё работает без plymouth...разницы никакой не заметил, верну plymouth на место, т.к. при загрузке системы ничего не показывается, как я ожидал (думал, что будет видно, как загружаются модули..). Но заметил странную штуку: как только я ввожу в терминале tty2 команду localectl set-keymap ru, в tty1 возникает окно selinux с предупреждением:
SELinux is preventing /usr/lib/systemd/systemd-localed from unlink access on the file .

Do
# semanage fcontext -a -t FILE_TYPE '$FIX_TARGET_PATH'

Then execute:
restorecon -v '$FIX_TARGET_PATH'

Then you should report this as a bug.
You can generate a local policy module to allow this access.
Do
allow this access for now by executing:
